Ask who is responsible for the pump in the garage and a surprising number of buildings cannot answer. The equipment sits in a shared space, it serves everybody, and it belongs to nobody in particular, so the last time anyone poured a bucket of water into the pit is a date nobody can name. That is the real failure mode in a San Francisco building, and every mechanical fault below is downstream of it. A pump somebody checks twice a year rarely surprises anyone.
How the Street Ends Up Under the Ground Floor
San Francisco is built on hills, and the standard way to get a car off a steep block is to cut the ground floor of the building in below the sidewalk and run a short, steep driveway down to it. That works well until it rains, because a driveway falling away from a street is a chute, and everything landing on the pavement above finds it. The pit at the bottom of that garage is not primarily a groundwater fixture. It is the end of a runoff path that starts at the top of the block.
Groundwater still has a part to play, particularly on the flatter made ground toward the bay, where the water table sits close enough to the surface that a below-grade floor is genuinely below it for part of the year. Plenty of buildings have both problems, one arriving in the winter storms and the other present all year, and the pit is the single place where both are handled.
What Fails, and What Each Failure Looks Like
A float switch that has drifted against the wall of the pit or snagged on debris is the most common single fault and the quietest, because the pump simply never gets the instruction to start. A blocked intake screen inverts that: the motor runs and the level does not drop. A seized impeller normally hums. A failed check valve lets the column of water in the discharge line fall straight back into the sump pit as soon as the motor cuts, so the pump starts again immediately and burns through its rated starts in one wet season.
The last one is not a fault in the equipment. The power goes out, and in California the outage tends to arrive with the same storm that is filling the pit. The pump is healthy, the pit fills anyway, and a garage full of cars is at the bottom of the slope.

Where the Water Goes When There Is No Yard
On a dense lot the discharge question gets genuinely hard, because there is very little open ground to put water on and what there is usually drains back toward the same building. A line that ends a short distance from the wall it is protecting has not solved anything: the water soaks in, follows the path it took the first time, and arrives back at the pit. The pump keeps running, the residents keep hearing it, and the motor is spending its life on the same water.
The check valve on that line is the part that stops the standing column of water in the pipe dropping back the instant the motor cuts out. When it fails the pit refills at once, the pump restarts, and the short cycling begins. It is a small component with an outsized effect on how long a motor lasts. Where the line runs through a shared garage or a light well it also needs supporting properly, because a long unsupported span in a building that moves is a joint waiting to open.
Backup Power in a Building That Loses It All at Once
A battery backup is a second pump with its own power source, and it is the gap found most commonly in buildings that have had a working primary for years. It is worth being exact about what it does. It carries a pit through an outage measured in hours rather than days, and how many hours turns on how fast the water is arriving. It does not replace a primary pump that is failing, and installing one is not a reason to leave a tired pump in place.
In a San Francisco building the argument for one is stronger than average, because the pit is usually protecting a garage full of vehicles and the storage that accumulates around them, and because an outage on a steep block takes the whole block at once. There is no neighbor with power to borrow from.
Short Cycles, Long Runs and What Each One Means
A pit that is too small for the inflow makes the pump start and stop constantly, and motors are rated for a number of starts rather than for hours of running. Short cycling spends that rating quickly. A pit that is too large lets water stand until it goes stale and drops silt across the intake. Neither is dramatic, and both take years off the equipment sitting in them. A pump running continuously is saying something different: the water is arriving at least as fast as it can be moved. That points at inflow, at a partially blocked discharge line, or at an impeller no longer doing full work. A Test Somebody Has to Own
Pour a bucket of water slowly into the pit until the float rises. The pump should start, clear the pit, and stop cleanly without kicking back on a second later. Listen for a hum with no flow, and watch whether the level jumps straight back up when the motor cuts, which is the check valve reporting on itself. Twice a year is enough, and the autumn run matters more than the spring one.
The reason to name a person is that this takes two minutes and never happens otherwise. What the bucket does not prove is whether the pump keeps up under real load, whether the discharge line is clear along its whole length, or whether anything happens when the power is out. Those need a look at the installation as a whole.
