Two Orange County houses can sit twenty minutes apart and have sump pumps doing completely unrelated jobs. Down on the low coastal ground the water is close to the surface for much of the year and a below-grade pit is essentially holding a level, working steadily, weather or no weather. Up on the higher inland ground the same equipment does nothing for months and is then asked to clear everything a heavy storm delivers in a couple of hours. Almost every practical decision about the installation, and almost every sensible diagnosis, starts by establishing which of those a property is.
Telling Which One You Have
The test is simple and it costs nothing. Look at the pit in a dry stretch. If there is standing water in it during an Orange County September, the property is dealing with groundwater and the pump is a level-holding device. If the pit is bone dry and stays dry until the first real storm, the pump is a runoff device and everything upstream of it, the grade, the grates and the drains, matters as much as the pump does.
The two produce different symptoms as they age. A level-holding pit wears its equipment out steadily, so the failure arrives as a motor that finally will not start after years of honest work. A runoff pit fails in the other direction, because the equipment sits idle in a damp hole between wet seasons and the fault is usually found the first time it is genuinely needed. There is a third variety worth naming: the code-required utility and elevator pits in mixed-use and commercial buildings, which are dry almost always and are exactly where a silent failure goes unnoticed longest.
The Faults Both Have in Common
Underneath the difference, the equipment fails in the same handful of ways. A float switch that has drifted against the pit wall or fouled on debris is the most common and the quietest, because the pump never receives the signal to start. A blocked intake screen produces a motor that runs while the level stays put. A seized impeller normally hums. A failed check valve lets the column of water in the discharge line drop back into the sump pit the moment the motor cuts, so it restarts immediately and spends its rated starts at several times the intended rate.
The fifth is not a fault. The power goes out during the storm that needed the pump, and in Orange County that is a winter event, arriving with the same weather that filled the pit in the first place.

Sizing a Pit for the Job It Actually Has
Pit size is where the two situations part company most clearly. A pit handling a steady groundwater inflow wants enough volume that the pump runs in sensible spells rather than starting every few minutes, because motors are rated for a number of starts and short cycling burns through that rating quickly. A pit handling storm runoff has the opposite problem: the water arrives in a rush, and a pit with too little volume simply overflows while a perfectly good pump is still working through what it already has.
Both extremes have a second cost. A pit oversized for its actual inflow lets water stand until it goes stale and drops silt across the intake, and on the runoff side that silt arrives with every storm anyway. Neither problem announces itself, and both are read as a tired pump when the pump is the one part behaving properly. Continuous running is the clearest single signal worth knowing, and it means the water is arriving at least as fast as the pump can clear it: check inflow, check the discharge line, then look at the impeller. A good many Orange County pits were dug for the house as it was originally built, before a patio, a pool surround or an addition changed how much water the site had to shed.
A Line That Has to Clear the Pad
On flat ground the discharge line is harder to get right than it looks, because there is no slope doing the work for you. A line that ends a few feet from the building on level ground has moved the water rather than removed it, and on the low coastal plain, where the ground is already close to saturated, it comes back quickly. The pump keeps running, and the motor spends its life on the same water. Getting the termination far enough out, and onto ground that carries water away, is most of the fix.
The check valve is what stops the standing column of water in the pipe falling back the second the motor cuts. When it fails the pit refills instantly, the pump restarts, and the short cycling starts. It is small, it is cheap, and it is behind a surprising number of Orange County motors that died years early. Where a line runs under a driveway or a paved side yard, it also needs protecting from the load above it, because a crushed section reads as a weak pump long before anybody suspects the pipe.
The Backup Question, Answered Twice
A battery backup is a second pump with its own power source, and the case for one is not identical on both sides of the county. Where a pit is holding back groundwater year-round, an outage is serious quickly, because the ground does not pause and the level starts climbing the moment the primary stops. Where a pit only works in storms, the risk is narrower but sharper: the outage and the storm are the same event, so the one hour the pump was bought for is the hour it has no electricity.
What a backup does deserves a precise description in either case. It carries a pit through an outage measured in hours rather than days, and how many hours turns on how fast water is arriving. It does not replace a primary pump that is failing, and fitting one is not a reason to leave a worn pump in the pit. On an Orange County property the honest recommendation follows from the answer to the first question, which is where the water is coming from.
Proving It Works Before You Need It To
Pour a bucket of water slowly into the pit until the float rises. The pump should start, draw the level down, and stop cleanly without switching straight back on. Listen for a hum with no flow. Watch whether the level jumps back up the instant the motor cuts, which is the check valve telling you about itself. On a pit that is dry for most of the year this two-minute exercise is the only evidence anybody will ever have, so put it in the calendar for early autumn, before the California rains begin, and do it again in spring.
What the bucket cannot prove is whether the pump keeps up under real inflow, whether the discharge line is clear along its whole buried run, or whether anything happens with the power off. Those need somebody to look at the installation as a whole, which is the point of having it inspected before the wet months rather than during them.
Neither Water Problem Is Solved by a Bigger Pump
Repair, replacement, new installation, backup systems, discharge line work and diagnosis of the pit are all Roto-Rooter work.
